City Manager's FY 2014 Annual Report

At the Monday October 27th Sanford City Commission Meeting, City Manager Norton N. Bonaparte, Jr. presented the City Manager's 2014 Fiscal Year (FY) Annual Report. The city's fiscal year began October, 2013 and ended September 20, 2014. Throughout the year the city experienced steady growth, expansion and increased productivity acorss all departments. The efforts of city staff members have allowed for the delivery of excellent city services to our residents and visitors. The annual report is a summary of those accomplishments.

Just to share a few overall highlights of FY 2014, the City Commision adopted the Strategic Plan giving direction to the city over the next two years. The Sanford Avenue Streetscape was completed, as well as the marina day slips and Riverwalk Phase II broke ground. The Sanford SunRail station shuttle began operation to being more visitors downtown, the Citizens Academy continued to grow, and the partnership between Hamilton Elementary and the City of Sanford Mentoring program began.

Here are some of the highlights from each department:

The City Clerk's off processed 125 public records. Community Development Block Grant (CDBG)/Neighborhood stabilization program (NSP) provided grants totaling $45,000 to 6 businesses on Historic Goldsboro Boulevard to assist with emergency repairs and facade improvements. Community Improvement investigated 1,716 code complaints by code enforcement officers.

Through the City's Economic Development efforts, there were new jobs created this year in the city of Sanford. Over 500 new manufacturing jobs created with an average salary over $35,000, over 300 new jobs created in the hospitatality sector- average salary starting at $15/hour (hotels, apartments, restuarants) and the City helped to create over 300 building construction jobs due to industrial and residential development.

The City's Finance Department completed the 2013 Comprehensive Annual Report (CAFR) and received a clean audit opinion. The Fire Department was busy completing approximatley 2,300 annual fire inspections on our commercial buildings. The Human Resources and Risk Management Department were happy to report the City maintained low levels of Workers Compensation claims projected to be at 35.

The Planning Department processed 771 developed applications, while the Police Department deployed 73 body cameras worn by all Patrol, Trafiic and Neighborhood Response Unit Officers with more body cameras currently being purchased for all School Resource Officers The Public Works Department began Riverwalk Phase II, a $4.2 million project in partnership with the Florida Department of Transportation (FDOT) and Seminole County, currently under construction planned for completion in 30 days.

Sanford's Recreation Department brought us many special events generating over $14,000.000 in economic impact. The utilities Department installed 19 large meters, capturing lost revenues due to obsolete meters.

Looking towards the near future there are many great opportunities ahead for the City of Sanford. Our next year is sure to be another successful year.
